    To determine the strategy of service management in medical institutions, the article discusses the basic concepts associated with services, gives goal-setting, defines the roles, properties and attributes of medical services, gives recommendations for managing services through the HIS.
    Service management is considered on the example of HIS Interin PROMIS Alpha (Interin Technologies, Moscow).
    P u r p o s e . Develop a strategy for managing medical services, define goals and objectives for managing services. Analyze the role of information technology in the implementation of medical services in the free market.
    M a t e r i a l s a n d m e t h o d s . Models for maintaining a catalog of medical services are analyzed. The experience of service management in medical institutions based on the existing regulatory framework has been studied. The characteristics of medical services that determine the features of their economic accounting are analyzed. The role of MIS in providing analytical and control tools, as well as mechanisms for configuring business processes is determined.
    R e s u l t s . The methodology and stages of transition to a centralized model of maintaining a catalog of medical services have been developed. The tools for managing the production of medical services are described.
    F i n d i n g s . The most effective production management strategy in the MO is a centralized (organizational and methodological) model based on a single catalog of medical services, the ability to perform which is evidence of the maturity of the organization.

    The medical organization in the provision of paid medical services are faced not only with a large number of inspectors, with unreasonable restrictions (which usually applies to state and municipal institutions), the discontent of the population by the fact of payment for medical care, etc., but with the incorrect behavior of patients seeking unreasonably to obtain the benefits that they are not guaranteed. We are talking about the phenomenon called «patient extremism». The position of the regulators is often in almost unconditional support for patients. The current mentality is based on the incorrect position of «the patient is always right». Meanwhile, the provision of paid medical services is a sphere of civil relations where there should rule the law. In recent years adopted laws (including amending the Civil code) allow healthcare organizations to more successfully assert their legal rights when lawful execution and performance of contracts for the provision of paid medical services to patient and resist extremism. The analysis of the legislation addressed in this article.

The purpose of the study is to determine the role of the nurse of General practice (family medicine), hereinafter – OPSM, in the public administration of the formation of public health of residents of family-territorial areas receiving medical services in OPSM institutions. The objectives of this study is to study the role of nurses OPSM as partners of family doctors to provide medical care to patients on the basis of etiotropic, pathogenetic and sanogenetic therapy of various diseases; implementation of medical care of patients and healthy people of different age groups, in relation to biological, psychological, social and emotional spheres of man; prevent the impact of inadequate behavior of patients or healthy people not only on their health, but also the health of the territorial community.

    In the Russian Federation from 2007 to 2013 biennium. indicator of the availability of general practitioners has steadily increased. The most pronounced positive trend registered in the southern federal district (53,9%), the lowest-in the Siberian federal district (2,6%), along with the indicators of the medical and the coefficients of its rejection had considerable variability (maximum in the North Caucasus federal district: +40,6%, minimum-VLS: +14,6%) Also decreased the number of specialists, particularly in the Northwest and Vls, which contributed to the growth in health care ISSUES for the country as a whole, over the period from 2007 to 2013 biennium. was +31,4%. Increased proportion of patients and GPS at home, especially rural people. The overwhelming number of visits to doctors in that specialty was about diseases. This situation requires re-evaluation of the primary health care for the population in order to increase the availability of care provided by general practitioners, and the basis of the positive experience of a number of constituent entities of the Russian Federation.
