Outcome of reforming the system of mandatory medical insurance in 2010–2013 years. Analysis of drawbacks of existing system of mandatory medical insurance (Ministry of health care of Novosibirsk region, Novosibirsk, Russia)
Annotation. The article examines the system of mandatory medical insurance operating on the territory of Russian Federation, there has been conducted a complex analysis of main problems and drawbacks of the system. There are formulated the main directions of reforming Mandatory Insurance System.

Increase of quality and affordability of medical care — objectives and solutions in general physicians practice («Samara municipal clinic №6 of Industrial region», Samara, Russia)
Annotation. There are studied problems and ways of optimizing management of human resources in ambulatory department of health care of Russian Federation. It is shown that deficit of human resources in the health care of Russia is provoked by the lack of physicians and middle level medical staff of several professions as well as disproportions in number of physicians and nurses. There is studied an example of experimental area of general practitioner where nurses can implement their self-sufficient reception. There are questions arisen regarding extension of functional responsibilities of medical nurses and problems occurring while its realization due to imperfections of legislative acts.

Input normal of execution of state (municipal) assignment as an instrument of financial effectiveness rise (Krasnoyarsk City Administration, Russia).
In the corresponding budget of the Russian Federation budget system there provided appropriation for execution of the assignment. The appropriation are allocated to institution as a subsidy for compensation of normative inputs connected with providing of state (municipal) services (caring out work) and maintenance of property. To determine proper value of subsidy for the fiscal year in turn it is necessary to rate the normals. In the article there considered the methods for determination of normative inputs of providing of state (municipal) services (caring out work) and normative inputs of property maintenance, there given practical examples.

Mobile Health (mHealth): A Conceptual View (Technische Universitat, Munchen, Germany; Microsoft Europe, Middle East and Africa, Munchen, Germany)
The value of mHealth for sustainable healthcare is discussed. It is projected that mHealth can become a disruptive technology that is set out to radically transform the current state of medical disciplines. In particular, the mHealth solutions can provide better understanding of the organism stability margins and of the emergence of diseases as well as ensure more patient safety under drug and physiotherapy prescription. The issue of measuring the physiological quantities is addressed, with the conventional yet complex task of quantitative accuracy evaluation being discussed. The concept of complexity and its relevance for the physiological parameters defining both the health state and disorders is accounted for. The principles of body area networking and the relevant standards are briefly overviewed, with a focus on security issues. The concept of biofeedback implemented through mHealth sensor technologies is examined. Basic requirements to facilitate market acceptance and response are analyzed. Selected case studies of pervasive health monitoring are presented. Possible current and future mHealth applications are considered. Since some general problems of healthcare are touched upon in the article, it is intended to provoke a controversy.

Annotation. There is conducted an analysis of selection criteria on projects of Russian medical research centers for funding in Russian scientific fund and Federal program «Research and innovations». There is noted a high degree of uncertainty of such concepts as «priority direction», «applied» and «search» research and «industrial partner» in regards to research of biomedical theme. There is completed an analysis of classified «Medicine and health care» «Forecast of scientific-technological development of Russian Federation till 2030 year».

Problems of combining requirements on concretization of labor conditions compensation while concluding a labor contract with the necessity to consider real outcome of the work (Federal Research Institute for HealthCare Organization and Information of the Ministry of Health and Social Development of Russian Federation, Moscow)
Annotation. Introduction of efficient contract suggests concretization of the content of labor contracts with employees, including the point of labor compensation conditions. However, the compensation should depend from the work outcome, which is impossible to evaluate beforehand. How should the combination of these two requirements be guaranteed? Should there always be indicated an exact amount of compensation in the labor contract? This material is dedicated to possible ways of solving this problem.

Modernization of the primary medical documentation services of maternity and child health (On observation of the pregnant woman, the lying-in woman and the woman in childbirth) (ASDI «The Central scientific research institute of the organization and informatization of public health services» of the ministry of health of the Russian Federation, Moscow, Russia)
In article the substantiation of necessity of modernization of the primary medical documentation is stated because operating documents «the Medical card of the pregnant woman and the woman in childbirth» (the form 111/acount), «History of sorts» (the form 96/ac) and «the Exchange card of female consultation and maternity hospital» (the form 113/ac) have become outdated and do not correspond to modern requirements and technologies. The concept of constructing of the new documentation-unified, computer-oriented is stated, which allows using a block principle to build up the algorithms of observation of patients accepted now at different stages of reproductive process and reduces time of filling of medical cards. Offered documents have passed approbation on pilot projects and contain all data necessary for monitoring condition of the woman, a fruit and the child, and allows to estimate activity of the medical personnel of establishments, state of health of women of reproductive age and quality of posterity on territories and drawing up of the statistical reporting (FSO № 32).
