The role of medical panel in providing medical aid: why is it not fulfilled in the total capacity and what the action plan should be
The article demonstrates and proves that in most of the medical organizations today medical panels do not play a leading role in the activities aimed to enhance the provision of medical aid. Authors draw attention to the issues of incomplete development of panel’s responsabilities and functional described in the Federal Law dated 21 November 2011 N 323-FL «On the principals of Health Protection of citizens of Russian Federation» and in the Order on creation and conducting medical panels in a medical organization, certified by the Order of Russian Ministry of Health Care and Social Development dated 05.05.2012. № 502. Authors suggested and justified additions and changes, which these documents must include.

The head of the regional vascular center – the evolution of positions in the orders
Annotation. the paper describes the main orders of the Ministry of health and social development in the future of the Ministry of health of the Russian Federation regulating the basic principles of the Federal program in providing care to patients with cardiovascular diseases in our work at the head of the regional vascular center.

Staffing level of Russian medical organizations and their outpatient department’s with medical staff: radiologists, radiotherapists and oncologists in the period between 2011 to 2015
Annotation. The analysis of completeness of polyclinic offices of the medical organizations of the Russian Federation by doctors-radio therapists showed its growth by 11,53% at reduction in general to the medical organizations for 9,8%, completeness was reduced by doctors-radiologists by 6,3 and 4,0% respectively. The lowest completeness doctors-radio therapists in North Caucasus federal district, radiologists – in Southern Federal District.

Motivation system for employees in quality management and efficiency in radiology
Annotation. The major factors of motivation of high-quality and effective work of doctors and paramedical staff in radiology department were defined. The motivational testing and modeling technique by Sh. Richie and P. Martin’s which allocates 12 major factors of motivation was used. For motivators detection questioning results of 56 employees of the radiology departments were analysed. Various approach for doctors (stimulation of creative approach and feelings of usefulness of the work) and the average medical personnel (material stimulation, according to accurate criteria of job evaluation) is necessary in motivation systems making.

Annotation. The article presents the form of the work of nurses in General practice (IUCN) to complete the transition of the city clinic in General medical practice. Given the results of the research work on the standardization work of the IUCN in the new environment with the release of an independent nursing admission.

Evaluation of contributions of specific areas of clinical medicine to Russian integral publication flow, indexed in Web of Science and Scopus
The deadline for evaluating achievements by Order № 599 of the Russian President dated 7 May 2012, in accordance to which the share of Russian researcher’s publications among all publications of international scientific journals, indexed in the Web of Science data base, should reach 2,44% by 2015, is fast approaching. The article evaluates the contribution of specific areas of clinical medicine to integral publication flow in Russia, indexed in Web of Science in the period between 2011 to 2015. It is demonstrated that despite the efforts of the professional medical community directed on increasing the publication activity in international segment, the share of Russian publications remain at a low level. The issue of reflecting research findings in international journals is particularly critical for Russian surgeons, dentists, orthopaedists and otolaryngologists.

The article considers issues arising when registreing overtime hours of medical employees. It includes analysis of articles of the Labor Code, which clarifies disputable moments in these circumstances.

Myths around an effective contract. Part 2 …
Introduction of an effective contract exceeded the framework of a «concrete labor contract». It relates to a wide bredth of questions, such as how to increase salaries, at the cost of which resources, is it possible to cut renumeration within an effective contract and so on and so forth. Consequently, this gave birth to a lot of myths and wrong thinking around different aspects of an effective contract. This article is dedicated to the analysis of these wrong perceptions (myths).
